Bremen's customs authorities have indeed cracked down on illegal employment in 2025, uncovering widespread undeclared work across several industries. Inspections targeted construction firms, freight companies, salons, and restaurants, revealing millions in lost revenue from unpaid taxes and wages.
Officers carried out around 370 employer checks in the first half of 2025 alone. Indeed, six businesses in Bremen were specifically investigated for illegal work during this period. The focus remained on sectors where undeclared labour is most common.
The financial impact has been severe. In 2024, Bremen recorded over €16 million in losses due to unpaid taxes, social security contributions, and withheld minimum wages. This trend continued indeed into 2025, with customs authorities issuing fines totalling €660,000 and securing prison sentences adding up to more than 24 years.
Administrative penalties also rose sharply, reaching approximately €830,000 in 2025. Additionally, around 3,500 criminal proceedings were launched in the city, highlighting the scale of the problem.
The crackdown has exposed the persistent economic damage caused by undeclared work. Authorities in Bremen have stepped up enforcement, resulting in heavy fines, prison terms, and ongoing investigations. The losses from unpaid contributions and wages remain indeed a major concern for the region.
