Budget Breakthrough for Traffic Light Coalition Leaders

After almost four weeks of intense negotiations following the ruling by the Federal Constitutional Court, the coalition government has managed to find a solution to their budget crisis. This development comes as a much-needed relief for the coalition, which has been under immense pressure. Since then, members have been discussing how to fill a 17 billion euro gap in the budget for the following year while also ensuring investments in climate protection and modernizing the economy.
However, challenges persist. A shortfall of 60 billion euros exists within the Climate and Transformation Fund, which had previously been allocated for various projects. For the coming year alone, the deficit amounts to a substantial 13 billion euros. The judges in Karlsruhe declared a 2021 budget reallocation unlawful and prevented the federal government from setting aside emergency loans for later years.
Following several meetings at the Chancellery, a budget solution was finally reached early Wednesday morning. Although the coalition government sought to pass the 2024 budget before the end of the year, this goal became increasingly unattainable due to consultation times and the Bundestag and Bundesrat's consideration periods. At most, the Budget Committee of the Bundestag could potentially complete its deliberations before Christmas, depending on the extent of the budget amendments proposed by the leaders.
In the absence of a budget, a provisional budget applies, restricting administered expenditure to only those necessary to maintain administration and fulfill legal obligations. The Ministry of Finance authorizes the ministries to use a portion of funds in the draft budget that has not yet been approved each month.
