German Cities Step Up Efforts to Protect Homeless During Heatwaves

In response to the rising number of annual heat days in Germany, municipalities are taking significant steps to safeguard homeless individuals from heat-related risks.

The focus of these efforts is threefold: expanding heat-resilient emergency shelters, increasing mobile outreach services like heat buses, and enhancing mobile medical units and water distribution, particularly near areas where homeless people often gather, such as railway stations.

Key initiatives include the expansion of emergency shelters that offer protection from extreme heat, the deployment of heat buses—mobile outreach teams that bring water and aid to homeless people outdoors, strengthening of mobile medical units to address heat-related health issues, and a focus on water distribution services to ensure availability of hydration.

These measures aim to provide access to cool and secure environments, as well as free water and shade, to protect homeless individuals during increasing heatwaves. The hope is that these steps will be integrated explicitly into the National Action Plan on Homelessness, reflecting both federal and state support, not leaving responsibility solely to municipalities.

The German Municipal Association's managing director, Christian Schuchardt, has expressed a hope for a stronger focus on heat issues in the National Action Plan on Homelessness. Eva Welskop-Deffaa, President of the German Caritas Association, has highlighted the need for social empathy in addressing homelessness, particularly in the heat. She has warned against the potential for expulsion of homeless people from city areas, as is currently happening in the USA with presidential support.

Other European cities, such as Amsterdam, have also taken "extra measures" to protect homeless populations during heatwaves, indicating a broader regional awareness of this issue.

These increased efforts are part of a growing national push to prioritize heat protection within homelessness strategies going forward. By combining physical infrastructure, outreach, and health services with enhanced water provision, German municipalities are working diligently to mitigate heat risks for homeless individuals.
