Thai-Cambodia Border Clashes Escalate: Landmine Incident and Diplomatic Fallout

On the morning of July 23, 2025, a significant incident occurred in the Nam Yuen district, Ubon Ratchathani Province, along the Thai-Cambodian border. Five Thai soldiers were injured by anti-personnel landmines, specifically PMN-2 mines, as confirmed by the Thailand Mine Action Centre (TMAC). These mines were newly laid, fully armed, and concealed, suggesting Cambodian responsibility and a violation of the Ottawa Convention banning anti-personnel mines [1][2].

This incident marked a dramatic escalation in the longstanding border dispute between Thailand and Cambodia, which revolves around contested territory and historic temples such as Prasat Ta Muen Thom and Preah Vihear. In the wake of the landmine incident, diplomatic relations between the two countries deteriorated sharply. Ambassadors were withdrawn, diplomats expelled, and border crossings closed. The escalation also saw artillery exchanges, rocket launcher fire by Cambodia near Thai positions, and Thai airstrikes on Cambodian army posts, raising fears of a larger conflict [2][3][4].

As of the latest information, ASEAN has not been reported to have deployed observers in this specific incident. However, the international community, including diplomats attending Thai foreign ministry briefings, has shown concern about the potential escalation. The United Nations Security Council held an urgent private meeting on July 25, 2025, to address the clashes, highlighting the broader regional security implications [4].

The injured soldiers included one who lost a foot, another with extreme pressure damage to the ear, and another with injuries to the back and arm. In response to the escalating tensions, both Thailand and Cambodia agreed to allow observers from the Association of Southeast Asian Nations (ASEAN) to inspect disputed border areas to prevent hostilities from resuming.

The fighting eventually halted with a ceasefire on July 28. Regrettably, the clashes resulted in the death of at least 43 people. The ceasefire was extended in a meeting of defence officials in Kuala Lumpur on Thursday.

Thailand and Cambodia are signatories to the Ottawa Convention against landmines. Cambodia, however, denied placing any new landmines and claimed that the soldiers were injured after triggering old landmines left from Cambodia's decades of war.
