Bihar Government Launches Pre-Election Initiatives to Improve Services
The Nitish Kumar government in Bihar has announced a series of key initiatives aimed at improving education, transport, health, and welfare services ahead of the 2025 Assembly elections. These moves are designed to address important aspects of daily life, including schools, roads, buses, health, and elections.
Education
The cabinet approved the Mukhya Mantri Digital Library Yojana to set up digital libraries in all 243 assembly constituencies. These libraries will offer computer terminals, high-speed internet, and uninterrupted power to support students and competitive exam preparation. The government also plans to conduct Teachers Recruitment Test 4 (TRE-4) to fill vacant government school teaching posts quickly. Instructor honorariums have been doubled to incentivize quality education delivery.
Transport
Large-scale infrastructure projects are underway, including railway and road projects worth thousands of crores to enhance connectivity and convenience. Specific projects include the redevelopment of Motihari railway station and the doubling of the Darbhanga-Narkatiaganj rail line, which will improve travel access. Expansion of bus operations is also part of the initiative to boost transport accessibility.
Health
The state has increased incentives for healthcare workers. ASHA workers’ monthly remuneration was raised from Rs 1,000 to Rs 3,000, and Mamta workers now receive Rs 600 per delivery, up from Rs 300. Additional support is planned under the National Health Mission, including better pay and working conditions for frontline healthcare staff.
Welfare Services
A hike in pension amounts was disbursed to over 11 million beneficiaries, including senior citizens, widows, and people with disabilities. Free electricity up to 125 units is provided monthly to over 16.7 million domestic consumers, aiming to reduce household expenditure on power. Under the Kutir Jyoti scheme, solar power plants will be installed for extremely poor families at no cost, advancing renewable energy usage. The honorarium for employees involved with Jeevika (rural livelihood mission) has been doubled, and housing facilities for 4 lakh women government employees near their offices have been announced. Monthly allowances for Panchayati Raj representatives have also increased by 1.5 times.
Additional Measures
A Safai Karmachari Commission will be set up for the welfare of sanitation workers. Technological enhancements include 100% webcasting at all 90,712 polling stations for transparency during elections, with installation of two cameras per station. Real-time monitoring will take place at check posts and counting centers during elections.
School Employee Benefits
The Bihar government has doubled the monthly payment of physical education and health instructors in middle schools from ₹8,000 to ₹16,000, and increased the yearly raise for these instructors. Honorariums for cooks and night guards in schools will also increase.

Live video streaming (webcasting) will be set up at all 90,712 polling stations for secure and transparent voting, at a total cost of over ₹154 crore. ASHA workers and helpers now receive ₹3,000 per month (up from ₹1,000), and Mamta workers receive ₹600 per delivery (up from ₹300).
