Berlin’s traffic enforcement saw significant changes in 2025, with fines generating over €118.9 million. The city processed more violation reports than the previous year, though red-light offences dropped. Authorities also dismissed a record number of cases due to procedural issues.
In 2025, Berlin handled over 4 million traffic violation reports, an increase from 3.8 million in 2024. Speeding offences rose sharply, climbing from 850,643 to 977,664. Officials linked this surge to the expanded use of mobile speed cameras, which proved more effective than fixed ones.
Red-light violations, however, fell from 24,342 in 2024 to 19,290 in 2025. The Police Union credited this decline to the greater visibility and deterrent effect of mobile cameras. Despite the higher number of reports, nearly 1.04 million cases were dismissed—up from 926,243 the year before. Common reasons included failure to identify drivers and missed deadlines for sending notices.
Revenue from fines also grew, reaching €118.9 million in 2025 compared to €112.4 million in 2024. No official figures were released for the total number of employees in Berlin’s law enforcement agencies for 2025.
The shift to mobile cameras appears to have influenced driver behaviour, reducing red-light violations while increasing speeding detections. With more cases processed but also more dismissals, the system faces ongoing challenges in efficiency. The rise in fine revenue reflects stricter enforcement, though procedural hurdles remain.
