From July 1, 2026, Belarusian banks will monitor all customer transactions, Deputy Chairman of the National Bank Andrei Kartun has explained in detail—why this is happening and how it will work.
The change stems from new unified anti-fraud system requirements coming into force in Belarus on July 1, 2026. A key provision will be the mandatory use of a digital fingerprint—meaning the system will scrutinize every customer transfer based on multiple factors. These include whether the transaction is being made from a familiar device (one previously used for mobile banking) or a new one; the geolocation of the login; and whether the operation aligns with the customer's typical behavior.
If the anti-fraud system detects anomalies—such as an unusual device, location, or transaction pattern—it will flag the operation as suspicious and automatically block it. Bank security will then review the case, and only after successful verification will the transaction proceed.
"The National Bank estimates that implementing these unified anti-fraud requirements and mandatory digital device fingerprinting from July 1, 2026, will significantly reduce cyberfraud incidents," Kartun noted.
