Barbara Bas, the Federal Labour Minister, has set her sights on eradicating manipulative schemes in the realm of unemployment benefits. The SPD politician has called out the existence of "mafia-like structures" that deceive individuals, mainly of European origin, into moving to Germany on promises of mini-employment contracts only to be ensnared in a web of fraud. "There are some people who execute this scheme by orchestrating bogus unemployment applications to swindle public funds," Bas told "stern."

To tackle this issue head-on, enhanced collaboration among finance authorities, job centers, family offices, and security agencies is essential. "We need tighter control over who legitimately qualifies for these benefits," Bas says, believing that the system may occasionally be used to exploit vulnerable individuals. Currently, a significant number of labourers are lured in vans and treated as day labourers, Бас claims.

Pushing Through Reform: Bas's Goals for 2025

Despite calls for change to the unemployment benefit system, the German government plans to maintain its fundamental structure with only a name change. "It's the concept that matters least," Bas explained, alluding to the vague title of the benefit. In addition to adjusting unemployment benefits to price fluctuations and imposing speedier sanctions, Bas plans to implement tighter conditions for households with children. "Bufordinarily, we can't just implement zero-sanktions as some may advocate. However, every person receiving benefits is expected to cooperate," Bas said.

With an intention to initiate reforms by 2025, Bas will first analyze various studies and reports to formulate her proposals, planned to be presented later this year.
