  3. S’engager en tant que réserviste (Engage as a reservist): This section encourages citizens to contribute to national resilience by getting involved in civil protection, fire-service, armed forces, or police volunteer work.

The guide covers a wide range of potential crises such as natural disasters (storms, heat waves), industrial accidents, armed conflicts, epidemics, cybersecurity threats, and terrorism. It explains relevant safety gestures, trusted information sources, and how to assemble a survival kit with essentials like water, a flashlight, a first aid kit, and a radio.

"Tous résilients" is inspired by a similar Swedish civil defense pamphlet but adapted to France's current risk environment. It aims to be accessible to all ages and is intended as a practical reference for all households, complementing an existing government portal on risks.

The European Commission has also pressed for public training, awareness campaigns, and cross-border drills to enhance preparedness across the continent.
