Authorities in Yakutia have instituted guidelines for restoring roads
In a bid to enhance safety and maintain the city's aesthetic appeal during construction and landscaping projects, the Yakutsk City Duma has amended Law No. 477-НПА. The changes, outlined in the City Improvement Regulations, were explained by the city head, Evgeny Grigoryev.
The new regulations mandate that all work must be carried out in accordance with the project. Temporary fencing around excavation sites during construction or reconstruction in Yakutsk must now be at least 1 meter high, painted with special paint, and kept clean. If the fence is near residential buildings or has intense traffic and pedestrian flow, it must have a protective canopy and a pedestrian walkway equipped with railings on the traffic side.
The rules also establish new guarantee periods for restored road surfaces and landscaping elements. After earthworks, the contractor must restore the surface covering of sidewalks and roads to its full width. The asphalt on the roadway will be restored across its entire width, from curb to curb.
The regulations require the contractor to equip a place for storing soil, gravel, construction materials, and debris. To prevent dirt from being blown or spread around the area, the rules include provisions for the use of big bags for storing debris. Excavation sites must now be equipped with emergency lighting to prevent injuries and accidents.
Transition points over trenches and pits must be equipped with signs, traffic and pedestrian detour signs (walkways, pedestrian galleries, bridges, railings, equipped detours, road signs). These measures aim to ensure safety during work and facilitate smooth movement of traffic and pedestrians.
