In the region of Pavlodarskaya Oblast', two unnamed officials are suggested to face punishment due to their subordinates' absence from work. These state employees allegedly traveled to Russia instead of fulfilling their duty, according to Irbis TV's reports.

In Pavlodar region, officials face scrutiny for payroll fraud

Two high-ranking officials now face consequences following accusations of payroll fraud, where their subordinates claimed to be at work but were actually vacationing in Russia.

The deputy head of the housing inspectorate in Ekibastuz was found to have traveled to Russia without any approved leave, resulting in unjustified pay for absence. His superior must answer for allowing this irregularity.

"We often face delays and overnight stays, so this was likely an honest mistake. Nonetheless, I admit my error," explained Alibek Baidildin, the head of the housing inspectorate in Ekibastuz.

A similar case emerged in the Zhelezninsky district, with the chief specialist of the rural akimat going abroad, claiming to be on sick leave at a hospital, but instead visiting a different country.

"She was scheduled to visit the hospital for tests on December 12 and see a doctor on December 13 with the test results. However, she failed to inform me of her border crossing, neither during nor after the trip," said Zhanar Orynbaeva, the akim of Aktau rural district of Zhelezninsky district.

Data from the state border crossings was provided by the department of the Agency for Civil Service Affairs of the Pavlodar region obtained from the KNB. This extensive monitoring will now become a regular practice moving forward.

Upon investigation, the Ethics Council recommended issuing both heads whose employees went to Russia during work hours a formal warning for inappropriate work conduct.

Last year, a court in another region found a head of a land relations department guilty of providing false information about his sick leave and fined him accordingly.

Meanwhile, an employee from the Chamber of Entrepreneurs of Pavlodar has contested the imposed disciplinary penalties for missing meetings and lost his appeal in court.
