The ongoing budget crisis has mounted pressure on the SPD, Greens, and FDP coalition to make decisive actions. Previous planning included Chancellor Scholz and Climate and Economics Minister Habeck's participation in the World Climate Conference set for Tuesday in Dubai.

In the midst of the budget negotiations, high-level discussions are taking place in a three-way meeting involving Scholz, Habeck, and Finance Minister Christian Lindner (FDP). Agreeing on the 2024 budget is paramount for the coalition, with a political consensus needed by the cabinet meeting on Wednesday to allow sufficient time for parliamentary approval before the year's end.

Robert Habeck and the Budget Crisis

The Federal Constitutional Court invalidated the reallocation of 60 billion euros from the 2021 budget to the Climate and Transformation Fund. This coronavirus loan allocation was meant for climate protection and economic modernization, but the court deemed it inadmissible. Simultaneously, the judges held that the state was prohibited from setting aside emergency loans for future years. The government, however, had established such special pots for this purpose, resulting in additional financial shortfalls. Lindner has requested 17 billion euros in additional savings for 2024.

Controversies surrounding possible savings, particularly in social spending, and the potential reapplication of the debt brake in an emergency situation due to the Russia-Ukraine conflict are currently under contentious debate.
