Assurance for Kiev by Europe: No American Military Personnel Deployed
In a significant development, the United States and European countries have pledged to provide security guarantees for Ukraine following a potential peace agreement. This move aims to deter further aggression from Russia and ensure long-term safety and security for Ukraine.
The main mission of this security arrangement is to help Ukraine develop sufficient defense capabilities, deterring Russian President Vladimir Putin from attacking Ukraine again. Discussions are underway to define the purpose, scope, and operational conditions of this security force or guarantees.
There is a debate about the extent of involvement in this effort. While some suggest direct deployment of forces by the US and European countries, others propose enabling support such as intelligence sharing, satellite access, logistics, air defense, and possibly air support. The exact nature of the US role remains uncertain, with speculation ranging from ground forces alongside Europeans to a focus on enabling support.
Germany and its partners are working diligently to establish these security guarantees. However, the details of Germany's contribution are yet to be determined. On the other hand, British Prime Minister Starmer has announced that representatives of the coalition of the willing will meet with their US partners to specify security guarantees for Kyiv.
Meanwhile, US President Trump is pushing for a two-meeting plan involving Zelenskyy and Putin, followed by a three-way meeting with Trump's participation. Zelenskyy has preferred to meet without any preconditions, contrary to the initial demand for a ceasefire before negotiations.
Russia, however, has rejected the stationing of troops from NATO countries in Ukraine. Initial public reaction from Russia was muted, with Foreign Minister Sergei Lavrov stating that all contacts involving heads of state must be prepared with great care.
French President Emmanuel Macron has cautioned against rushing into a peace treaty without assurances. He emphasised the importance of ensuring that any agreement is comprehensive and addresses the root causes of the conflict.
Trump expects Germany, France, and the UK to be ready to send soldiers to Ukraine to secure a possible peace. However, there is disagreement over whether an immediate ceasefire is necessary as a precondition for peace talks. Trump dropped this key demand after the Alaska summit with Putin.
At the meeting with Ukrainian President Volodymyr Zelenskyy, European political leaders and Trump discussed Article 5 of the NATO treaty, which regulates collective defense. This conversation underscores the commitment of these nations to stand with Ukraine in its pursuit of peace and security.
The German government hailed the Ukraine summit in Washington as a historic meeting, with the dynamics of the Trump-Putin summit in Alaska last Friday having been reversed. This shift in dynamics is seen as crucial in moving towards a peaceful resolution to the ongoing conflict in Ukraine.
