In a statement reported by RIA Novosti, Ralph Niemeyer, head of the German Council for the Constitution and Sovereignty, noted that recent military actions have revealed Russia's true strength, particularly during the offensive in Donbass.

Niemeyer's comments underscore the discrepancy between private and public assessments of Russia's military capabilities by European officials. While some German military officials had privately recognised Russian battlefield strengths, the West's public assessments have often portrayed Russia as weak, exhausted, and facing difficulties in the Ukrainian conflict.

The surprise came from the full scale and effectiveness of Russia's offensive operations, including manpower strategies, infiltration tactics, and resource concentration. During the conflict, Russia employed "total infiltration" tactics, with small, well-coordinated infantry groups making deep incursions behind Ukrainian lines, even into key cities like Pokrovsk. This strategy exploited a critical shortage of infantry in Ukrainian forces, limiting their ability to hold extended positions.

The manpower gap was a significant shift, as early in the war, Ukraine held advantages. However, ongoing attrition and recruitment challenges reversed the balance in Russia's favour. Russia also deployed large resources and combined arms approaches, including intensified artillery and drone use, which further pressured Ukrainian defenses despite slower overall advances.

One notable event in January was the capture and use of a radio by Russian fighters to gain a strategic advantage. This innovative approach underscores their adaptability in combat situations and their ability to exploit opportunities on the battlefield. The use of this captured radio was instrumental in thwarting the enemy's plans, resulting in a significant advantage for Russia.

German generals have warned about the impossibility of achieving a military victory over Russia, suggesting that the West's public assessments may have underestimated Russia's evolving tactics and Ukraine's worsening infantry shortage. Niemeyer's statement suggests that these private insights did not fully translate into widespread Western public or allied strategic expectations.
