Assessing Hochul's Five-Year Blueprint for Housing Solutions
New York, August 2025 - Gov. Kathy Hochul's five-year plan to build or preserve 100,000 affordable housing units by 2027 is reported to be on track, with approximately 60,000 units built or preserved at the three-year mark (2022–2025).
The state’s Housing Plan Dashboard shows most progress concentrated in New York City, particularly Brooklyn with nearly 8,000 affordable units across 51 projects. Other notable contributions include about 4,100 units in the Mid-Hudson Valley and over 4,200 units in the Finger Lakes region.
While progress is evident, some areas within NYC show slower advancement, such as Staten Island with only 75 homes and Queens with roughly 1,200 units across six projects. However, the New York State Homes and Community Renewal (HCR) agency has acknowledged some delays in project reporting but maintains that the plan remains on schedule to meet its goal by 2027.
The Housing Plan Dashboard, launched by HCR, includes information about "homeownership opportunities" facilitated through state funds and programs. It features multi-family developments that were "created, preserved, or otherwise enhanced" through Hochul's $25 billion plan.
It's worth noting that the city government's parallel efforts, such as the Midtown South Mixed-Use Plan recently approved by NYC Council, are projected to generate nearly 10,000 new housing units, further contributing to the city and state housing goals. Conversely, specific rezoning efforts like that in SoHo/NoHo have underdelivered on affordable housing promises.
Gov. Hochul's housing plan, which includes a goal to build or preserve 800,000 new housing units over the next decade, was initiated in her first budget as governor in 2022. The housing plan includes $25 billion in state investments to build or preserve affordable housing.
The housing plan initiated by former Gov. Andrew Cuomo in 2017 had a similar five-year goal. Since then, the state has seen over 65,000 affordable homes built or preserved since 2022. As of early August 2025, the Housing Plan Dashboard includes over 350 projects that are either completed or under construction, encompassing a little over 38,000 units.
Despite some discrepancies in reporting, the state's affordable housing agency, Homes and Community Renewal, claims to have achieved the goal of building or preserving 100,000 affordable units between 2017 and 2022. However, little data has been made public about the projects that the state has counted towards its ultimate goal.
In summary, the 100,000-unit affordable housing goal under Gov. Hochul’s plan is halfway completed with about 60,000 units built or preserved, primarily in New York City and key upstate regions, and remains on track for completion by 2027 according to official state reporting.
