In a significant shift of policy, Germany has announced a partial ban on arms exports to Israel to prevent German military equipment from being used in the Gaza Strip amid Israel's planned military takeover of Gaza City. This decision reflects Germany's growing unease over Israel's intensified operations in Gaza, which have sparked widespread international criticism and raised serious humanitarian concerns.

Chancellor Friedrich Merz explained that while Germany supports Israel’s right to self-defense against Hamas terrorism, it cannot supply arms that would contribute to a conflict risking large numbers of civilian lives in Gaza. The policy shift came soon after Israel’s Security Cabinet approved a strategy to seize Gaza City, an operation seen as escalating the conflict and endangering civilians, including hostages held by Hamas.

The specific military equipment affected by this partial arms export suspension includes all German-manufactured weapons and military gear that could be used by Israel in the Gaza Strip. Although detailed lists have not been publicly disclosed, Germany is a key supplier of sophisticated military equipment to Israel, so this embargo likely covers a range of weapons and technologies—such as firearms, ammunition, armored vehicles, and possibly advanced defense systems—intended for operations in Gaza. The suspension is explicitly focused on equipment that could be deployed in Gaza, rather than a complete halt to all Israeli arms imports from Germany.

This move marks a significant change of course for Germany, which has been a staunch international ally of Israel. However, it is not the first time Germany has expressed criticism of Israel's operations in Gaza. Merz's government has also criticized Israel's operations in the past, and Merz himself has urged the Israeli government not to take any further steps toward annexing the West Bank.

The fate of the hostages still being held captive in Gaza is the main concern for German voters, with a recent poll indicating a clear majority of people believe the chancellor should increase pressure on Israel to secure their release. Merz's statement emphasized the top priority of the release of hostages and determined negotiations for a ceasefire.

It is not immediately clear which military equipment from Germany would be halted. However, it is worth noting that Germany has provided approximately a third of Israel's incoming arms supply from 2020 to 2024. The arms supply from Germany to Israel has included armored vehicles, trucks, anti-tank weapons, and ammunition.

Merz expressed concern for the ongoing suffering of Gaza civilians and called for comprehensive access for UN organizations and other nongovernmental institutions to provide aid. This call comes as the Israeli government bears greater responsibility for providing aid to civilians in the Palestinian territory with the planned expansion of its offensive in Gaza.

Unlike France, which has become the first G7 country to recognize Palestinian statehood, Germany has not announced plans to formally recognize a Palestinian state. However, this partial arms export ban indicates a growing international pressure on Israel to reconsider its actions in Gaza.
