Friedrich Merz, the German Chancellor, has taken a significant step in foreign policy by halting military exports to Israel that could be used in the Gaza Strip. This decision comes in response to Israel's plan for a full occupation of Gaza, amid growing concern for the humanitarian situation in the region.

The freeze on arms exports is "until further notice," and Merz has reaffirmed Israel's right to self-defense and to disarm Hamas but expressed doubts on whether these goals can be met with the intensifying military offensive. This decision has provoked a strong controversy within the CDU/CSU parties, particularly from the CSU.

Many CDU and CSU members, including former CSU president Horst Seehofer and CSU parliamentary leader Alexander Hoffmann, have sharply criticized Merz for acting unilaterally without consultation, especially on such a sensitive topic given Germany’s historical commitment to Israel’s security. The CSU has voiced particular anger, with Hoffmann stating that the move breaks decades of continuity in German policy toward Israel and demanding at least an explanation.

This decision marks a significant policy shift given Germany’s long-standing role as one of Israel's largest suppliers of military equipment—second only to the U.S.—and Merz's own profile as a friend of Israel. Germany had recently supplied Israel with nearly half a billion euros worth of weapons and security technology since the Gaza war began, including critical components like submarine systems and tank engines. The embargo could impact future deliveries of these systems, which are vital to Israeli defense.

Despite the backlash, Merz has defended his decision, stating that solidarity with Israel does not mean unquestioning support for every decision made by the Israeli government, including military support through weapons. He has emphasized that Germany will continue to help Israel defend itself but that critical tones can be part of a friendship with Israel.

Moreover, Merz clarified that he did not make the decision alone but took responsibility for it. He also stated that the fundamentals of German Israel policy remain unchanged, and there is a disagreement between the federal government and the Israeli government on the issue of arms exports.
