Armenian and Azerbaijani Foreign Ministers held a conversation

The Ministries of Foreign Affairs of Armenia and Azerbaijan are actively engaged in ongoing direct dialogue, following their recent significant steps towards peace. The historic peace agreement, signed in Washington D.C. on August 8, 2025, marked the end of decades of conflict between the two countries.

On August 12, 2025, Armenian Foreign Minister Ararat Mirzoyan and his Azerbaijani counterpart, Jeyhun Bayramov, held a phone conversation to discuss the implementation of the Joint Declaration from the Washington D.C. Summit and confidence-building measures. Both ministers expressed their readiness to continue direct dialogue on regional issues.

The Joint Declaration, brokered under the leadership of the United States, is seen as a major breakthrough in Armenia-Azerbaijan relations. The peace agreement includes commitments to resolving key issues through negotiation, such as transit between Azerbaijan and its enclave via Armenian territory and the proposed dissolution of the OSCE Minsk Group, which had previously mediated the conflict.

International partners, including Germany and France, have expressed support for this peace process. Germany emphasized the importance of the peace agreement’s ratification and ongoing support for confidence-building measures. Armenia and Azerbaijan also jointly announced the closure of the OSCE Minsk Process as part of their new diplomatic framework.

The joint declaration, signed by Donald Trump, Nikol Pashinyan, and Ilham Aliyev, was the first step towards signing a full-fledged peace treaty between Armenia and Azerbaijan. However, the joint declaration does not provide a timeline for the signing of a full-fledged peace treaty.

The Nagorno-Karabakh issue was addressed in the joint declaration, although the document does not specify any specific terms or conditions for the peaceful settlement of the conflict. The Armenian Ministry of Foreign Affairs reported the phone conversation on its Telegram channel.

This development marks a significant milestone in the relations between Armenia and Azerbaijan, and both sides are committed to continuing their dialogue and implementing the agreement's provisions. The international community will closely monitor the progress of these discussions and the implementation of the peace agreement.
