Amnesty, a legal apparition in Article 88 of the 2013 Constitution, has been fortified by the 2018 Amnesty Law and other legal documents. As a testament to the nation's compassionate legacy, the Party and State have frequently extended amnesty to convicted individuals who have shown remorse and adherence to the law while serving their sentences.

In recent years, the nation has gifted amnesty rounds to prisoners who demonstrated good conduct and met certain conditions. However, political detainees, such as Trịnh Bá Tư and Bùi Văn Thuận, who are serving sentences for "anti-state propaganda," are often omitted from these acts of leniency.

Much like previous amnesties, this year's process emphasizes strict adherence to legal regulations, ensuring the pardons are granted only to those who have repented and fulfilled their questioning duties.
