In 2025, the Commission on Elections (Comelec) gave the green light to 91 infrastructure projects in Cebu City, allowing them to march forward amidst the election season restrictions. This approval means key city developments can carry on unhindered, much to the relief of Mayor Raymond Alvin Garcia and the city's residents.

On Monday, April 28th, Garcia publicly announced the Comelec's decision during a City Hall press conference. The announcement followed the guidance provided in November 2024 when the Cebu City Government applied for these projects.

This wave of exemptions comes after the Office of the Commission on Elections had previously approved the City's social services programs. The next step will reportedly involve investigating P35,000 Charter Day bonuses, with resolutions expected shortly.

"They acted already on the first, on the social services. Then now, second, are the infrastructure projects. Ang sunod ana bonus ga'i (the bonus will be up next)," Garcia said.

Comelec Chairman Erwin Garcia signed the certificate of exemption on April 21st. The list includes a variety of projects such as the construction of the Department of Veterinary Medicine and Fisheries building, the Cebu City Jail wastewater treatment facility, and water tanks in Barangay Taptap.

Other exempted projects include asphalting various streets, the rehabilitation of the Abellana National High School building, bridge construction in barangays Pung-ol and Budlaan, and slope protection works and drainage projects in several barangays.

The approved projects encompass a diverse range of essential infrastructure developments across Cebu City. They include the construction of evacuation centers, bridges, and drainage systems, rehabilitation of school buildings, and road concreting. Additionally, the list features water system and multi-purpose facility development, as well as the rehabilitation of the Cebu City Sports Center.

All in all, this decision allows Cebu City to continue thriving amidst the election season, ensuring that essential infrastructure developments are not halted. With the exemption in place, the city can continue to improve its services and facilities for the benefit of its residents.
