Germans Seek a Competent and Trustworthy Government

As Germany prepares for a new coalition government, the public's expectations are clear: a government that demonstrates resolve, swift and decisive action, and reliable communication to restore broad acceptance and trust in politics.

The new coalition partners can expect a basic understanding of compromises from the population, as compromises will be necessary in the governing process. Achieving broad acceptance across party lines will be challenging, but six out of ten respondents view compromises as a strength of democracy.

The public, media, and citizens are called upon to recognize and respect compromises, as a functioning democracy requires an understanding of the path to compromises. The role of the future government in restoring trust in politics includes encouraging the recognition of compromises.

The real work begins after the election, with forming a stable and effective government. To achieve this, the coalition partners must agree not only on content, but also on a common governing style. The aforementioned qualities – leadership, future orientation, closeness to citizens – should play a central role in this common governing style.

CDU/CSU voters primarily expect leadership from the new government, while AfD voters emphasize closeness to citizens. SPD and Green supporters prioritize a future orientation.

In terms of policy, the public expects the new government to prioritize planning security and predictability, especially in critical areas like the energy transition. Economic recovery and stability are also key concerns, with measures to lower energy prices and support key industries reflecting the need for sustainable growth.

Respect for constitutional limits paired with pragmatic fiscal management is also crucial. This includes careful handling of the "debt brake" to balance fiscal responsibility with necessary government investment in security, climate action, and infrastructure.

Transparency and accountability in governance are also important, including clear communication and avoidance of partisan conflicts, to counteract public perception that politicians struggle to deliver on their promises.

Lastly, the new government must commit to fundamental democratic principles like press freedom and open dialogue, which underpin trust in political institutions and responsiveness to citizens’ concerns.
