Missouri Sports Betting Licenses: What You Need to Know
Missouri is gearing up for the launch of legal sports betting on December 1, 2025. The state's regulatory framework allows for two types of licenses: tethered licenses for casinos and professional sports teams, and untethered licenses for standalone operators.
Tethered Licenses for Casinos and Professional Sports Teams
Six casino operators in Missouri are eligible for one retail and one mobile license each. This means each casino can operate a sportsbook at their physical location and offer mobile betting services. Professional sports teams like the Kansas City Chiefs, St. Louis Cardinals, Kansas City Royals, St. Louis Blues, St. Louis City SC, and Kansas City Current are allowed to establish retail sports betting locations near their stadiums and partner with branded Missouri sports betting apps.
Applicants must find a suitable partner if they are not already affiliated with a casino or professional sports team. The Missouri Gaming Commission (MGC) oversees the licensing process, ensuring compliance with state regulations.
Untethered Licenses
Two untethered licenses are available for operators that do not have ties to a casino or professional sports team in Missouri. Applications are due by July 15, 2025, with presentations potentially required for evaluation. The evaluation criteria include expertise, platform quality, experience, promotional and revenue potential, and commitment to responsible gaming.
General Requirements
Only individuals physically located within Missouri and over the age of 21 can legally bet on sports. A 10% tax is imposed on adjusted gross revenue, with funds allocated to cover regulatory costs, the Compulsive Gambling Prevention Fund, and education.
The MGC is responsible for drafting, approving, and enforcing these regulations to ensure a smooth launch of sports betting in Missouri. The application period for other retail and online licenses will close on September 12, 2025.
In the coming weeks, the MGC will hear presentations from Circa Sports, DraftKings, and FanDuel on August 13. Two days after the presentations (August 15), the Missouri Gaming Commission will announce which two of the three applicants will be approved for the untethered licenses.
With under 100 days until launch, Missouri's sports betting industry is moving along as scheduled. The upcoming NFL betting season on the Chiefs' playoff push, the St. Louis Blues' NHL season, and college basketball ramping up are expected to generate high handles and revenue from the start of sports betting in Missouri on Dec. 1.
