In a significant move to deepen political and economic ties, Vietnamese State President Luong Cuong and Angolan President Joao Manuel Goncalves Lourenco held official talks in Luanda, marking 50 years of diplomatic relations between the two countries.

Key points of the discussions and agreements include:

  • The signing of seven cooperation agreements to boost collaboration in justice, agriculture, defence, media, energy, oil, and gas. These include a memorandum of understanding between prosecutors’ offices, an agricultural action plan, and protocols on oil and gas cooperation.
  • Agreements on mutual legal assistance, transfer of incarcerated persons, and military cooperation, particularly in veteran affairs. Additionally, a memorandum to enhance public television cooperation and information exchange was also signed.
  • Plans to facilitate market access and share investment opportunities, encouraging business participation in priority projects focusing on agriculture, oil and gas, energy, and information technology.
  • Expansion of cooperation in traditional fields such as education, healthcare, and agriculture, while promoting newer areas like national defence, digital transformation, science and technology, and green transition.
  • Coordinated diplomatic efforts in multilateral forums (African Union, ASEAN, UN, Non-Aligned Movement), emphasising peaceful dispute resolution, with Vietnam appreciating Angola’s role as Chair of the African Union in 2025.
  • The leaders expressed a joint commitment to transform the Vietnam-Angola partnership into a model of South-South cooperation that supports sustainable development and mutual benefits on the African continent.
