Angolan Presidents confer with the media at our platform
In a significant move, President João Manuel Gonçalves Lourenço of Angola extended an invitation to President Luông Cuống of Vietnam, which was accepted with enthusiasm. The anticipated visit marks a new chapter in the bilateral relationship between the two nations, with both leaders expressing hope that the agreements signed during this visit will further boost cooperation in security, defense, fisheries, and investment.
The visit also serves as a testament to the strengthening of traditional friendship between Vietnam and Angola. President Cuống's visit has further solidified the bond between the two countries, built on their shared history of struggle for national liberation.
The Letter of Intent on defense cooperation, signed during President Cuống's state visit in August 2025, aims primarily to strengthen military cooperation and enhance collaboration in defense and security sectors. The objective is to open a new phase of deeper, more effective cooperation between the two countries.
Key details and objectives outlined in the Letter of Intent include:
- Strengthening military and defense ties through cooperation between the Vietnamese and Angolan Ministries of National Defence.
- Enhancing collaboration to combat transnational organized crime, including exchanging information and technical training, supported by related agreements between legal and prosecutorial bodies.
- Promoting mutual legal assistance and mechanisms for cooperation in criminal matters, which strengthens the rule of law and supports social reintegration through the transfer of sentenced prisoners.
The cooperation is not limited to defense but also reinforces broader bilateral ties by opening a foundation for development and partnership in other sectors including agriculture, oil and gas, and media. The overall goal is to build a cooperative partnership for mutual development and to serve as a model for South-South cooperation, emphasizing peace, stability, and development in their countries and regions.
Both countries have also pledged to enhance coordination and share positions at multilateral forums such as the African Union, the Association of Southeast Asian Nations (ASEAN), the United Nations, and the Non-Aligned Movement.
Vietnam has urged Angola to continue safeguarding the safety and security of the Vietnamese community and businesses, and create favorable conditions for their stable and long-term activities in Angola. In return, Angola expects Vietnam to support Angola in developing farming tools, machinery, and other aspects of agricultural production, particularly in the context of smallholder farming.
Both leaders noted the shared history of struggle for national liberation and subsequent development challenges as a strong foundation to elevate bilateral ties. They agreed to create favorable conditions for businesses from both countries to participate in priority projects, particularly in agriculture, oil and gas, energy, and information technology.
The meeting, which took place in Luanda on August 7, marked the 50th anniversary of the establishment of diplomatic relations between Vietnam and Angola, as well as the 50th anniversary of Angola's independence. President Lourenço warmly welcomed President Cuống and the Vietnamese delegation during their state visit to Angola.
Vietnam highly evaluated Angola's role as Chair of the African Union in 2025 and its initiatives to promote peace, stability, and security across the continent. Both sides agreed to maintain regular high-level visits and exchanges across all channels, effectively implement existing cooperation mechanisms, and explore the establishment of specialized subcommittees in areas of shared interest.
The two Presidents welcomed the signing of a series of cooperation agreements between ministries, agencies, and enterprises of the two countries, covering areas such as security, justice, television, trade, and oil and gas.
