Angolan President gives grand welcome to Arriving Leader from Our Country

In August 2025, Vietnamese President Luong Cuong embarked on a historic visit to Angola, marking a significant milestone in the bilateral relationship as the two nations prepare to celebrate the 50th anniversary of their diplomatic ties (1975–2025). During the visit, eight major agreements were signed, aiming to expand and deepen the partnership across various sectors.

The visit reinforced the solid diplomatic relations between Vietnam and Angola, which have been based on historic political ties, mutual trust, and solidarity. The relationship is considered a model of South-South cooperation.

Bilateral trade in 2024 stood at approximately $260 million, with Angola exporting mainly wood products and liquefied gas worth around $240 million to Vietnam, and Vietnam exporting rice, garments, coffee, confectionery, and cereals totaling about $20 million to Angola. Although the trade is relatively modest, it is growing and seen as having substantial untapped potential.

The visit also highlighted the importance of investment and economic cooperation. Both sides agreed to facilitate market access and share investment opportunities, with priority sectors including agriculture, oil and gas, energy, and information technology. They aim to create favorable conditions for businesses to participate in priority projects in both countries.

Some key agreements signed during the visit include a Memorandum of Understanding (MoU) on oil and gas cooperation between Vietnam’s Petrovietnam and Angola’s Sonangol, an Action Plan on agricultural cooperation, an MoU on defense cooperation focused on veterans, agreements on legal assistance, transfer of sentenced prisoners, and crime prevention, as well as cooperation on media and information exchange between state broadcasters, and cooperation between chambers of commerce.

The areas of cooperation between the two countries extend to justice, agriculture, defense, media, energy, telecommunications, education, healthcare, science and technology, digital transformation, and green transition. They also pledged to coordinate at multilateral forums such as the African Union (where Angola holds the chair in 2025), ASEAN, the United Nations, and the Non-Aligned Movement, promoting peace, stability, and international law.

Politically, this visit is the highest-level Vietnamese leadership visit to Angola in nearly 20 years and represents a turning point designed to set a new framework for comprehensive cooperation, reflecting Vietnam’s commitment to strengthening relations with Angola.

In summary, the visit reinforced Vietnam-Angola ties through multiple collaboration frameworks, highlighted growing trade and investment potential, especially in agriculture and energy, and set the stage for future intensified cooperation in political, economic, defense, and cultural fields with a focus on sustainable development. The visit underscores Vietnam's commitment to diversifying markets and partners, particularly in Africa.
