PS Deputy Pedro Delgado Alves Accesses Spinumviva Client Information, Linked to Prime Minister Luis Montenegro, Before Debate on Blackout in the Republic Assembly.

In a shocking turn of events, Pedro Delgado Alves, a deputy from the Socialist Party (PS), admitted to accessing sensitive data about clients of Spinumviva, a company associated with Prime Minister Luis Montenegro. He made this confession during a meeting in Parliament and to The Observer on Thursday.

Delgado Alves shared the information with Fabian Figueiredo, parliamentary leader of the Left Bloc, following a consultation. According to him, the new data seemed to supersede the publicly available information about the company.

However, Delgado Alves maintains that the procedure for accessing such information is routine, which led him to immediately inform the Working Group when fellow PS deputy Hugo Carneiro inquired about who had accessed the data.

"It's not secret or unusual. It's the role of the Working Group and its members," Delgado Alves defended himself.

In a statement to SIC Notícias live, Delgado Alves argued that the PS did not provide information outside the Working Group, a body with the function and mission to consult declarations as necessary.

"There's an email that is automatically sent whenever a deputy makes a change. We had a meeting on Wednesday and received notification that the Prime Minister had updated his interest register as a deputy. As we do in the Working Group, I consulted it," he added.

Subsequently, Hugo Carneiro requested the Working Group of the Register of Interests in Parliament to demand records of who accessed the data on the Prime Minister, as announced on the X social network on Thursday.

This move by Carneiro comes after Pedro Nuno Santos, the Secretary-General of the PS, accused Montenegro of questionable suitability for his position, following a report by Expresso newspaper that Montenegro had submitted a new declaration of interests to the Transparency Entity, revealing new clients of Spinumviva.

Additional Insight:The access to this information follows standard procedures, with deputies having access to the Entity for Transparency's website, which provides sensitive documents using special passwords to track access[1][4]. Yet, the timing and the implications of Delgado Alves' actions remain a topic of debate[4].

Luis Montenegro Submits New Declaration of InterestsNew declaration submitted. Joaquim Barros Rodrigues & Filhos was previously the only client of Spinumviva known outside the data protection work.

In response, on Wednesday, the Prime Minister maintained that he did not make any interaction public, stating that he had responded to a request made to him.

Furthermore, it's worth noting that the integrity and privacy of the declarations of interests are under question, as the Independent Left (IL) has alleged Montenegro of not providing "responses at the right time"[5].
