Unleashing Change in Vietnam: Tô Lâm's Vision for Institutional Revolution

HÀ NỘI - Vietnam's National Assembly (NA) embarked on a transformational journey during their recent ninth session, diving headfirst into discussions on numerous bills, including the draft Law on supplementation and amendments to some articles of the Law on Citizenship, the draft revised Law on the State Budget, and more.

The assembly tackled a wide range of legislation, covering public procurement, public-private partnerships, customs, import-export taxes, investment, public investment, the management and use of public assets, and much more.

speaking at his group's discussion, Party General Secretary Tô Lâm zeroed in on the stubborn institutional bottlenecks standing in the way of national progress. Highlighting the imperative of legal and institutional reform as a cornerstone for development, he emphasized that this transformation is in its infancy.

He pointed to the array of legislative work during recent NA sessions, both routine and extraordinary, as a testimony to the focus on legal reform. Tô Lâm stressed the necessity of creating laws that spark public participation, pave the way for innovation, and cast a long-term vision for development - aspects that have, thus far, been overlooked.

The guiding principle behind Resolution No. 66-NQ/TW of the Politburo, which outlines the blueprint for reforming legal development and implementation in line with the nation's needs in the new era, is to build a legal system that is coherent, practical, transparent, and business-friendly, while eliminating overlapping and contradictory regulations.

In Tô Lâm's view, it's time for a radical shift in legislative mentality, one that moves from managing to serving, from passive to proactive, and from control to enabling development. Lawmaking must anticipate and adapt to real-world developments, displaying clear foresight, practical relevance, and readiness for rapid evolution.

The enforcement of laws must be unwavering, fair, and profound, embracing transparency and openness to ensure utmost convenience for individuals, businesses, and the community as a whole. Tô Lâm emphasized that laws are not a tool for serving particular interests but rather a gift for the people, a beacon guiding everyone.

As the pursuit of progress reaches new heights, a national conference is slated for May 18 to disseminate and implement two pivotal resolutions: Resolution No. 66-NQ/TW on legal reform and Resolution. 68-NQ/TW on private sector development. The event will also tackle four other crucial resolutions on science, technology, innovation, digital transformation, and international integration.

Competent authorities are hastening the completion of resolutions regarding education, training, and health care, Tô Lâm announced.

On the proposed amendments to the Law on Citizenship, Tô Lâm stated that the legislation's soul should echo national pride, unity, and the significance of each individual's role. Citizenship and passports, he asserted, are sacred, underscoring the need for the law to galvanize people's strengths, honour contributions to the nation, and close the door on loopholes leading to document fraud or related crimes.

Many lawmakers concurred that the draft revised Law on supplementation and amendments to some articles of the Law on Citizenship provides a solid legal footing for overseas Vietnamese to acquire or reclaim Vietnamese citizenship and exercise their full rights as citizens. However, they cautioned that the draft still lacks mechanisms for handling special naturalization cases.
