Berisha served as Albania's first democratically elected president in 1992 and as Prime Minister from 2005 to 2013. Rama has also been embroiled in scandals, including the arrest this year of his ally Erion Veliaj, the mayor of the capital Tirana, on charges of corruption and money laundering. Both Berisha and Veliaj deny the accusations.

Polls predict Rama leading Berisha by a significant margin. However, Rama's Socialists may need the assistance of smaller parties to sustain their four-seat majority in the 140-seat parliament. Rama can point to economic successes, with GDP growth of over 4% expected for 2022 to 2024 due to EU trade and tourism, as reported by the World Bank. Nevertheless, experts agree that corruption remains a persistent issue in the nation, driven by criminal gangs that make billions through drug and weapons trafficking abroad before laundering the money in Albania.
