Three planes had been waiting for departure on Runway 01, causing a delay, and a NOTAM (Notice to Airmen) had been issued for DCA, stating that Runway 33 was due to close from 01:50 UTC to 21:00 UTC on January 31, just minutes before the crash occurring at 01:48 UTC.
Recent ATC audio revealed that the Black Hawk, identified as PAT25, acknowledged the presence of the incoming American Airlines flight before impact, raising questions about why evasive action was not taken. The helicopter crew consisted of a young Captain, a Staff Sergeant, and a Chief Warrant Officer, indicating the presence of at least one experienced pilot.
Possible explanations for the collision include the runway being closed for military aircraft operations, mechanical issues causing the helicopter to be unable to maneuver quickly, or communication breakdown or misjudgment on the part of ATC or the helicopter crew. Some unconfirmed reports suggest that ATC personnel were understaffed on the evening of the crash.
DCA is known for its complex approach procedures, tight operating limits, and high traffic, making coordination critical. The airport has seen close calls in the past, but this marks the first mid-air collision at the airport.
