Following the federal government's decision to halt financial commitments for the foreseeable future, municipalities in Lusatia are concerned that development projects may not proceed as planned or experience delays. According to Christine Herntier, spokesperson for the Lusatia Round Table for Brandenburg's municipalities, "We're apprehensive that the budget freeze might hinder the implementation of projects, resulting in delays."
While the 40 billion euros pledged by the federal government for structural change in coal regions is guaranteed, partners will still be vital for actual implementation. Herntier expressed concerns, "If they're unable to act, we've got a problem."
The municipalities' concerns are rooted in the Federal Constitutional Court's decision to invalidate the reallocation of 60 billion euros in the 2021 budget. Initially approved as a coronavirus loan, the funds were later intended for climate protection and modernizing the economy. Additionally, the court ruled that the state cannot reserve emergency loans for future years, putting billions of euros for future projects at risk.
Consequently, financial commitments for all ministries' future projects have been blocked in the budget as a precautionary measure. Saxony and Brandenburg have distinctive development trajectories, with emphasis on different areas. In Brandenburg, the focus is on new settlements and value-chain creation, while municipal projects lag behind. In Saxony, there's a stronger focus on structural change.
Despite these challenges, Herntier offers a glimmer of hope, noting increased interest in returning to the region due to structural changes. For instance, scientific institutions are planning to establish institutes in the Schwarze Pumpe industrial park on the Saxon-Brandenburg border, which could boost the region's development.
