Time to roll up the sleeves, Schleswig-Holstein! The SPD is cooking up plans to revamp residential development as they gather for the State Party Conference in Husum this Sunday. The primary objective? Accelerating and facilitating housing construction, starting with the establishment of a new state-owned housing development company.

Mayor of Kiel and Deputy State Chairman, Ulf Kämpfer, is enthusiastic about the proposal, stating that letting go of the Landesentwicklungsgesellschaft (LEG) was a misstep. This entity could potentially develop state-owned land, construct homes, and even offer dwellings to state employees, he suggests. "It's about filling a gap. I see a massive opportunity for the state in that," says Kämpfer.

Housing Construction Funds: A Promised Push

Kämpfer insists that the state won't have to break the bank on this venture. Schleswig-Holstein possesses a treasure trove of land resources that can be developed without emptying the state's coffers, he assures. "Socially oriented housing construction and financial profit are not mutually exclusive," he adds.

But the motion's ambitions reach further—a call for funds allocated for social housing to increase to a whopping €1 billion Euros yearly. At current interest rates, the state's contribution would amount to just around €20 million Euros per year, a expense Kämpfer deems a matter of determination, not capability.

Easier Construction: A Simplified Route to Brick and Mortar

The motion tacks on several more demands, focusing on simplified and expedited construction. The proposed "Schleswig-Holstein Standard for simplified construction" aims to streamline the process by making deviations from building regulations easier, and harmonizing inconsistent regulations with other federal states.

For instance, type approvals across borderlines should become less burdensome. Building permits' validity period should be stretched from three to five years. Eventually, housing construction could be deemed as an "overriding public interest," aligning with the planning of renewable energy expansion.

To inspire home ownership among the masses, the motion proposes reducing real estate transfer tax for first-time buyers through a tax allowance.
