Landtag President André Kuper (CDU) of North Rhine-Westphalia (NRW) is pushing for changes to the state constitution, citing the ongoing challenges democracy faces every day. During a chat with the Duesseldorf-based "Rheinische Post," Kuper expressed his concerns and proposed adjustments inspired by the protection of the Federal Constitutional Court.

Kuper's suggestions could involve tweaking the election of judges on NRW's Constitutional Court, as he ponders on what would occur if a two-thirds majority, traditionally required for such elections, is no longer available within the democratic camp.

Kuper's words echo the tumultuous events of Thuringia's Landtag in September 2020. The session saw chaos, with the AfD's senior president, Jürgen Treutler, denying members the right to speak and preventing votes from taking place while delivering a contentious speech. The Thuringian Constitutional Court eventually intervened, allowing the Landtag to become operational in a second attempt.

In response, Kuper proposes changing the election of senior presidents by implementing a seniority-based regulation inspired by the state constitution. Additionally, he advocates for proactive regulations that would limit the authority of the senior president to prevent situations like the one in Erfurt from arising.
