When dpa got in touch with Truemper, he spoke of a long-standing, close relationship between the city and police regarding security issues in Magdeburg. Following the terrorist attack on the Berlin Christmas market in 2016, Truemper aimed to shore up clear rules within Saxony-Anhalt. At the time, Truemper also served as the president of the Association of Cities and Municipalities in the state. "Absolute security doesn't exist," Truemper declared today. "But it's clear that a municipality can't shoulder the burden of counter-terrorism."
The Ministry of the Interior Falls Short
Recent testimonies by city representatives, market operators, and the police during the parliamentary investigation suggest that each party passed responsibility for market security shortcomings. It has been shown that they often pointed fingers at different authorities.
Unfortunately, Truemper's request for more definite rules from the Ministry of the Interior in 2017 went unmet. Stahlknecht, the interior minister at the time, expressed doubt that centralized guidelines and recommendations for municipalities from his ministry would be helpful. He emphasized that police directorates had received the instruction to be present at large public events and coordinate with security authorities and organizers only a day after the Berlin attack.
Police: Tailor Measures to the Situation
Effective protection necessitates an awareness of the unique aspects of each case, as Stahlknecht stated. While the state police will continue to provide guidance to municipalities and collaborate in securing public events with "situation-appropriate measures," the specific circumstances will always dictate the strategy adopted. A guide on "Security Concepts for Large Events" was also brought to light.
It was disclosed that this guide has existed since 2012 and underwent an update in 2019. A ministry spokeswoman reported that Magdeburg played a significant part in the guide's creation and update. The guide is designed to serve as a handy tool during planning, approval, execution, and aftermath of large-scale events.
On Christmas Eve in 2024, Taleb A., originally from Saudi Arabia, perpetrated an attack on the Magdeburg Christmas market. Six lives were tragically lost, and over 300 others sustained injuries. The attacker struck the market by driving his car between a pedestrian crossing and a concrete block barrier.
