Early Voting in Portugal's Local Elections: A Comprehensive Guide
Portugal's local elections are fast approaching, with the election day set for October 12. But for those who will be unable to attend the polling stations on that day due to work-related reasons or other impediments, early voting is an option. Here's a guide on who is eligible and how to exercise this right.
Eligibility for Early Voting
Early voting is available to a variety of individuals. This includes military personnel, law enforcement agents, firefighters, civil protection agents, maritime and aviation workers, long-distance railway and road workers, members of official state delegations, members representing national teams, and any workers who are unable to travel to the polling station on election day due to work-related reasons.
Students registered in Portugal who are enrolled in educational institutions located in different districts, autonomous regions, or islands from their voting district are also eligible for early voting. The incarcerated population that has not been deprived of political rights and hospitalized patients are also allowed to vote early.
How to Vote Early
To vote early, one must contact the mayor of the municipality where they are registered and express their intention. Once the intention is expressed, the voting documentation will be collected in person by the president of the Municipal Chamber (or the vice-president or a duly accredited councilor) of the location of the educational institution, the prison, or the health unit between September 29 and October 2.
To vote early, one needs to present their civil identification document (citizen's card or ID card) and a document proving the impediment invoked, signed by a superior, the patron entity, or another that sufficiently proves the existence of the impediment to the normal exercise of the right to vote.
Early Voting for Students, Incarcerated Population, and Hospitalized Patients
Students, the incarcerated population that has not been deprived of political rights, and hospitalized patients can request voting documentation electronically or by post from the president of the Chamber of their municipality by September 22.
Voting Documentation Collection and Distribution
The voting documentation, along with the accompanying documents, will be sent by registered mail with delivery receipt by September 25. For students, the incarcerated population, and hospitalized patients, the voting documentation can be collected electronically or by post.
37 Parishes to Hold Citizens' Plenaries
In a unique arrangement, 37 parishes will choose the executive in citizens' plenaries, as they have fewer than 150 voters. The local elections will be held on October 12, during which populations will elect the governing bodies of 308 Municipal Chambers, 308 Municipal Assemblies, and Assemblies of 3,221 parishes.
Confirming Your Registration
You can confirm your registration in the electoral roll at www.recenseamento.pt, through SMS to 3838, or at the Junta de Freguesia of your place of residence.
Rejection of Chega's Lists in Rio Maior
In an additional fact not related to the voting process, the Constitutional Court has confirmed the rejection of Chega's lists in Rio Maior. This decision, however, does not affect the overall electoral process or the eligibility of voters.
