In a chat with the German Press Agency, Chancellor's Office chief Thorsten Frei confirmed that the establishment of a new National Security Council in Germany won't strip powers from the states. "Nah, don't expect that. We respect the states' sovereign rights. That's the deal," said the CDU politician during the video interview. He expressed his confidence that both the states and federal government were already doing outstanding work, but emphasized the need for close coordination to achieve a cohesive solution.
The Union and SPD, the ruling coalition, are aiming to set up a National Security Council within the Chancellery. The main objective is to tackle the critical questions of an integrated security policy, develop strategies, predict future events, and assess the situation jointly during crises. Although security policy isn't solely the federal government's responsibility, the states take center stage as well.
Frei stated that Federal Chancellor Friedrich Merz (CDU) had already signed the necessary organizational decree at the first cabinet meeting following the government's formation. "That's the foundation for the administrative agreements between the involved ministries. And that's how the National Security Council will come to existence step by step," said Frei. "We believe that Germany is facing numerous crises that can't be confined to individual sectors."

According to Frei, the new National Security Council will address challenges that carry external political, security and defense policy, development policy, or internal policy implications. "Security is a holistic concept; our responsibility is to ensure maximum security for Germany's citizens. Internal policy engages not only the federal government but also the 16 states. And that's why we need a coherent and uniform situational understanding," he added. In order to achieve this, we need consistent measures based on the comprehensive situational picture - that's the National Security Council's goal.
